Resolves YES if at any point before 2029, a US state or the District of Columbia adopts a form of proportional representation for elections to their legislature. Any form of proportional representation counts: party-list, MMP, and STV would all count.
At least 10% of the seats of any house of their legislature must be elected by PR for it to count for this market.
