I am betting no thinking a tunnel is more likely and even that probably prohibitively expensive. More traffic/revenue for Eurotunnel, which is shorter and cheaper and faster to build but that went bust. Underground makeup is better for tunnelling but I doubt that helps much.
@ChristopherRandles yes, if you can get between mainlands via already legitimately connected (by market rules) smaller islands, that's okay. No requirement that the entire thing all be new.
