What are the conditions for this? If an Indian person takes a ride on a Dragon to the ISS, would that count as Yes? Or does it have to be a mission from ISRO, or from Indian soil, or on an Indian rocket specifically? What if it's a joint venture?

Fair enough, so basically the question is by what year will they successfully launch Gaganyaan 1, 2, and 3. They're aiming for 2025, but I don't see that happening. 2026 or 2027 has a small chance but only if things go pretty well.
