I would read the last three options as follows:

"Semifinal 1" = Cotton Bowl: Peach Bowl winner (YES) vs Rose Bowl winner (NO)

"Semifinal 2" = Orange Bowl: Penn State (YES) vs Sugar Bowl winner (NO)

"Championship Game" = Cotton Bowl winner (YES) vs Orange Bowl winner (NO)
